UI to Create Chapters in Castopod

Manually creating chapters for podcast episodes can be a cumbersome process. Users must calculate the total amount of seconds at each chapter start location and the only current way to upload images to use for chapters is to upload them to a Castopod instance by FTP.
Describe the solution you'd like
Create a page/section for each episode where a user can view, create, edit, and remove chapters that automatically generates and edits the appropriate podcast 2.0 standard chapter JSON file and adds the file location to the appropriate chapters tag for the episode.
- Use the same editing interface as you use for Soundbites and Video Clips, only instead of having buttons to "trim" use it to set chapter in and out points.
- Include the ability to add a URL to the chapter according to the Podcasting 2.0 Chapter JSON file standards
- Include the ability to upload an image file for the chapter and then include it in the chapter JSON using the Podcasting 2.0 standard. -- Store any uploaded image and the new chapter files themselves in the Public/Media folder structure
- If either MP3 Chapters exist for the podcast or a user manually uploaded a chapter file, the chapter UI detects the chapters and allow the user to add to or modify the existing chapters.
Describe alternatives you've considered
- Creating chapters manually using Notepad.
- Using sovereignfeeds.com to import my RSS and then create chapters using their interface
- I attempted to use a Windows Powershell script to create chapter files but the script does not seem to run correctly.
