build(docker): add production-ready DockerFiles 

- add docker images for app (castopod) and web-server (nginx)
- ci: deploy images continuously to a docker hub using kaniko
- ci: trigger docker-build-rolling on develop branch
- move development DockerFile to docker directory

closes #200
